My plan for Hillarys

I'm Caitlin Collins, your local WA Labor Member for Hillarys.

I live locally with my family and love our community so much - that's why I'm deeply committed to making sure it continues to thrive. 

Teaching in local schools and all over the world taught me the importance of expanding opportunities for all. 

For too long, our area was overlooked by representatives who didn't put our community first. It's been a privilege to help community groups achieve their goals and stand with you on the issues that matter most. 

I am proud of my proven track-record of delivering for Hillarys. Since being elected, the Cook Labor Government has delivered record investment into our schools, sporting clubs, community groups and infrastructure projects.

We have achieved so much together. But we can always do more. Below are some of the commitments, I will work hard to deliver if re-elected as your local Member of Parliament. 

You deserve a representative who not only understands our community, but who will always do what's right for Hillarys and WA.

That's why I'm asking for your support at the State Election on March 8.

EDUCATION

As a former teacher, I'm passionate about giving our kids the best start to their lives.

I'm proud that since 2021, every single public school in the Hillarys electorate has received State Government funding. 

I'm also proud to announce that I have made an election commitment to every single public schools. 

Find these commitments below:

  • Ocean Reef Senior High School - $30 million for major upgrades, including a brand-new classroom block for STEM and home economics as well as major roof replacements. 
  • Belridge Secondary College - $18 million for a new sports hall and sports science centre.
  • Duncraig Senior High School - Continuing to deliver the $42 million redevelopment, delivering new classroom blocks and staff facilities. 
  • Bambara Primary School - $1 million to redevelop the undercroft and put in a new music classroom. 
  • Mullaloo Beach Primary School - $350,000 to upgrade the undercover area. 
  • Hillarys Primary School - $50,000 for IT upgrades, a new stage and a dedicated cultural space. This builds on the $22.8 million full school rebuild. 
  • Springfield Primary School - $50,000 for a new playground. This is on top of the $19.4 million major redevelopment already underway.
  • Mullaloo Heights Primary School - $100,000 to upgrade sports courts and improve landscaping in the Early Childhood Education area. 
  • South Padbury Primary School - $70,000 to upgrade the undercroft. 
  • Craigie Heights Primary School - $120,000 to upgrade AV equipment in the undercroft and a brand-new ninja warrior playground. 
  • Padbury Primary School - $90,000 to build a community garden, upgrade fencing around the kindy area and purchase pins and trophies for the running club. 
  • Beldon Primary School - $90,000 to upgrade technology, install new TVs in classrooms and provide interschool shirts for students. 
  • Ocean Reef Primary School - $70,000 to resurface the sports courts. 
  • Whitford Catholic Primary School - $50,000 for a new fence, a beautiful sensory garden and outdoor furniture. 
  • Beldon Education Support Centre - $10,000 to purchase educational resources.
  • Padbury Community Kindy - $35,000 to replace the soft fall. 
  • Mullaloo Community Kindy - $35,000 for a large interactive screen, wooden furniture and music toys.
  • Hillarys Community Kindy - $35,000 for shade sails and wooden furniture.
  • Whitford Family Centre - $15,000 to install a bike track and replace the soft fall rubber mats.
  • Craigie Early Learning Centre - $15,000 for furniture and play equipment.
  • Endeavour Child Care - $15,000 to upgrade the aircon.
  • Kallaroo Community Threes - $15,000 for outdoor play equipment. 
  • Cost of Education Relief - A re-elected Cook Labor Government will ensure families receive WA student assistance payments of $250 for every secondary school student and $150 for primary and kindergarten students in Term 2. 
  • School Breakfast Program - Providing $37 million to expand the School Breakfast Program to more schools, five days per week. 
  • Optional Kindy Expansion - Piloting double free kindy hours at a school site within the Hillarys electorate, increasing from five days per fortnight to five days per week. This program is entirely voluntary.
  • Keep Schools Cool - Rolling out an $89 million ducted reverse cycle air-conditioning upgrade program across all WA public schools. 
  • Fee Free TAFE - Investing $58 million in new free TAFE courses and apprenticeship supports. On top of making 130 courses fee free.

TRANSPORT AND INFRASTRUCTURE

  • Hillarys Boat Harbour Upgrades - $14 million to redevelop the old Great Escape Site and renew family facilities for the beloved Hillarys Boat Harbour. Additionally, our already delivered Protected Entertainment Precinct (PEP), CCTV expansion, knife and gun control reforms have achieved much to improve safety at the Harbour. 
  • High Tech Noise Camera Trial and Increased CCTV - Hillarys will benefit from a WA-first trial of modern noise cameras to give WA Police the tools they need to stop noise pollution and dangerous hooning on our streets. 
  • Craigie Leisure Centre Intersection Upgrades - $3.5 million for upgrades to the intersection of Whitfords Avenue and the Craigie Leisure Centre, including the realignment of the Pinnaroo Cemetary Entrance. 
  • Ocean Reef Marina - Our $273.3 million major project is underway including Perth's first ocean pool and new homes for Marine Rescue Whitfords and the Ocean Reef Sea Sports Club. 
  • Public Transport Flat Fare - If re-elected, we will introduce a one-zone flat fare of $2.80 to catch public transport in Perth. 
  • Containers for Change Expansion - Expanding containers for change to accept wine and spirit bottles. 
  • Disaster Preparedness - $22 million to build a state-of-the-art State Emergency Management Training Centre

COMMUNITY 

  • North Shore Community Hub - $2.5 million towards the redevelopment.
  • Whitford Senior Citizens Club - $120,000 for kitchen and general upgrades.
  • 602LIVE - $28,000 for equipment to support arts in the northern suburbs.
  • Pinnaroo Point Beach Park - $50,000 for shade sails.
  • Haddington Park - $50,000 for shade sails.
  • Warrandyte Park - $115,000 for shade sails and upgrades to the clubrooms. 
  • Dadbury - $10,000 for gardening and home improvement equipment.
  • Padbury Boy Scouts - $10,000 for outdoor adventure equipment.
  • Craigie Girl Guides - $10,000 for outdoor adventure equipment.
  • Mural for Whitfords Tunnels - $37,000 to paint a mural in the underpass under Marmion Avenue and Whtifords Rd. 
  • Supporting the Jewish Community - $1.8 million towards the Holocaust Education Centre Museum in Yokine.
  • Increasing access to recreational fishing - Boosting funding to the fishing access program "Fisability" by $50,000 per annum.
  • Boosting WA's live music industry - $1.5 million into a Contemporary Music Grants Fund. Plus $750,000 to create a WA gig guide to build audiences and investing $500,000 to boost WA Music Week and festivals of WA live music!

SPORTING CLUBS

  • Mullaloo Surf Life Saving Club - $1.2 million for the refurbishment and expansion of the surf club.
  • Oceanside Little Athletics - $15,000 for sporting equipment.
  • Whitfords Junior Football Club - $75,000 for new sporting equipment, including a brand-new scoreboard. 
  • Whitford Warriors Football Club - $20,000 for new sporting equipment.
  • Sorrento Surf Life Saving Club - $46,000 for a new rescue vehicle.
  • Whitfords Hockey Club - $10,000 for sporting equipment. 
  • Mullaloo Boardriders - $5,000 for equipment.
  • West Coast Calisthenics - $15,000 for costumes and headgear. 

COST OF LIVING

Delivering cost of living relief is the Cook Labor Government's top priority.

Here are some of the things we're doing to help Western Australians with the cost of living:

  • Every Western Australian household has received at least $2,100 in power bill assistance since 2020.
  • We will cap public transport fares to one zone. We've also made public transport free for students going to and from school - and free for everyone on sundays. 
  • We've made over 130 TAFE courses fee free.
  • Will deliver another WA Student Assistance Payment in Term 2 - with $150 for every primary school student and $250 for every high school student. 
  • Introduced the WA Rent Relief Program, giving tenants at risk of eviction up to $5,000 in direct rental support. 
  • Boosted the Seniors' cost of living rebate to $107 for singles and $160 for couples to help ease some of those cost-of-living pressures. 
  • Boosted our KidSport vouchers to $500 - helping more WA kids get involved with community sport. 
  • Saving WA seniors four cents a litre on fuel at United service stations right across Australia.

HEALTH

We're making record investments in health and mental health across WA.

WA has the best-funded hospital system in the country and as a result we're seeing our health system stabilise following the significant disruption of the pandemic.

Since 2021, we've made a record health and mental health investment, with an unprecedented $14.3 billion in new funding. As a result, Western Australia has the highest level of health funding per person of any state in the nation. 

  • We've added more than 800 new beds to the system in the past three years with more in the pipeline - that's the equivalent to adding a new tertiary hospital.
  • We've grown the health workforce by more than 30%, including more than 4,400 new nurses and 1,800 new doctors.
  • We're introducing nurse and midwife to patient ratios, starting at the Perth Children's Hospital ED.
  • We've delivered $270 million towards the expansion of Joondalup Health Campus.

HOUSING

Everyone has the right to live in a good home. And WA really is the best place in the world to live.

That's why the Cook Labor Government is throwing everything at the issue - building more homes, freeing up land, reducing stamp duty and growing the construction workforce.

  • $130 million to increase stamp duty thresholds for first homebuyers and multi-residential projects.
  • Stamp duty will now be exempt for first home buyers on purchases up for $500,000.
  • Providing more support for social housing tenants doing it tough.

ECONOMY

We're setting up Western Australia for the future.

We regained our triple-A credit rating, which was lost under the Liberals, and we stood up to Canberra to get our fair share of the GST back. 

We're also diversifying the WA economy by investing in industries like advanced manufacturing, renewable energy, tourism, international education, defence industries and more - ensuring WA continues to prosper for decades to come.

We've created more than 330,000 jobs since being elected in 2017, making WA's economy the strongest in the nation. 

Under WA Labor, Western Australia is in safe hands.
